All watering being skipped due to incorrect/unending "Water surplus" status - need some help!

I haven't had any regular watering in I don't know how long - just checked and it appears to have started in early December...all watering is now cancelled automatically w/"Water surplus." 

I've recreated by programs (used the Copy option) and deleted the original programs but that didn't help, watering is still being skipped. 

Need some help with this please. Thank you.
