The API is the official method.  They have an open API just for this reason, allow consumers to use it and access it how it best suits them.

Thanks for the response. However, I was not looking for some means outside of the API, rather I wanted to know how to best use the API. Since the RESTFul API does not support setting events or notifications, I looked into the official RainMachine SDK, which is described here. The SDK README states, in part...

RainMachine SDK allows developers to extend the functionality of RainMachine by creating custom pieces of code that will run directly on device itself along with the existing RainMachine software. While RainMachine API allows developer to control the device through a standard set of REST calls the SDK can be used to provide new functionality.

I was hoping someone might have already done something like what I am looking for, or could at least point me in some direction as the best place to add the code.

Ping.  Anyone with any experience adding functionality using the SDK. SPecifically to send a notification via IP on events like zone start and stop.
