Why is my Pro-8 watering when it’s raining outside?

i have my Pro-8 hooked into receiving both NOAA and FAWN weather data, plus it is also hooked up to a rain sensor on my house, but it seems to want to water my lawn no matter if it is pouring rain outside or not. I use a scheduled Program set to water every 7 days, as that is what we’re supposed to do here. Any help on this one?
