Amount of water saved when NOAA is not active

Water is scheduled to run Monday, Wednesday and Friday and is set with 2 cycles. Everything seems to work fine except on days that NOAA is not active. On those days, the the scheduled watering is based on the first cycle but the total watering is done on both cycles. This causes the water saved to be about twice what is should be.

  Can you explain what you mean by NOAA not active on  certain days ? Are you referring to the fact that NOAA only sends 5 days forecast ? Even so at the time of program run a weather data refresh is performed.

  The problem occurs when NOAA is down before the scheduled watering with a message as:

  ERROR - rmParser:131 - *** Error in parser 'NOAA Parser' while downloading data from https://forecast.rainmachine.com
