Municipal Rain Restrictions
I have two questions (tried to find in articles but didn't see).
In the web user interface, when editing a watering program, there is an option at the bottom of the screen to called "Rain Restriction - required by some municipalities". It gives you various settings for rain in increments of 1/16 inches.
What is this and how is it used? If I set it for 1/16 inches of rain, does it mean that it will not water if within the preceding 24 hours it has rained 1/16 inches of rain or more in my location? I live in San Jose, CA and believe they have a requirement that you can't water within 24 hours of any precipitation.
As an aside, it would be nice if the web interface had "help" popups that could be viewed for specific features like this that are not obvious.

The Program Rain Restriction will stop a program from starting if the precipitation forecast exceeds the selected value. So if today the program sees that tomorrow will rain 1/16 inches it will not start at all, even if the plants evapotranspiration is bigger than the rain amount in forecast (need more water than what will get from rain).
