Can I control on/off by Program Active status?
The program inactive status still makes the zones to water when zones are active.
Right now I have to manually inactivate each zone/save to stop the system from watering.

We would like more info about this issue.
An Inactive program is a program that will not start at the desired start time until you make it again Active.
But an Inactive program can be started manually any time you think so. Did you started manually or the program started by itself like if it was an Active program? If the last, then there could be an issue om the program final Save and it is not recognised as beeing Inactive.How do you control the RainMachine device - locally, mobile or web?
A RainMachine program control only Active zones. You cannot add Inactive zones into a RainMachine program.

It is not a correct behaviour, no.
The zones are watering themselves out of nowhere, or they are starting when the program should start and they follow the program settings?
Can you please check the RainMachine Web application by accessing the RainMachine local IP (when you are on the same Wi-Fi network) or access it remote going to https://my.rainmachine.com and log in with your remote access email address and RainMachine admin password.
Go to Programs and check the program settings and see if they are saved as Inactive.

You can do anything you want under the program edit settings, but if you choose to set it as "Inactive" those settings will not engage until the program is set back and saved as "Active". Everything you set under an "Inactive" program will be saved for future use and will not affect other programs or zones behavior.
