Sprinkler valves not opening

My controller acts like the zones are running, but the sprinklers aren't. I can go to a zone box and turn the valve on manually

  Same issue. One zone stopped working a few days ago. Yesterday, when I was turning them on through the app, all were working at first. Now, none of them are turning on (the app shows them as turned on though). There is some water that builds up in the valve box (not completely flooded) when I open the valves manually to successfully get the zones to run. Could water in the valve box prevent the electrical signals from working with the RainMachine? Any suggestions are appreciated. Customer support wasn’t able to offer any help.

  Also, with all valves shut, I hear a slight hissing sound. Not the same sound as when a valve is open. When valves are closed no water builds up anywhere that I see.
