How can we help?

Need to reduce watering after a rain event, not based on anticipation of rain

You just mention plants.  I assume this is flowers and the like.  Each program is independent and then you can make some further changes on the zone.  You can also modify the rain sensitivity.  I believe the default is 80.

I believe the way the system operates is to conserve water, you cannot conserve what you already spent.  Take your scenario, if it does rain but the Rain Machine watered, nothing was saved.  So what was the point of a smart irrigation controller?  If it saves now and the rain doesn't happen, then it can make that up.  If you plants are flowers or the like and need to be watered everyday, then maybe you should create a program just for them and possibly not use weather data for those zones, also make sure the vegetation type is correct.

There are settings you can adjust on your rain machine.

I live in Texas and can only water twice a week. The earth splits open when the garden is not wet enough and the grass/plants suffer. I've seen the system reduce the watering time, or not water, for chances of rain that either did not happen or were mere drizzles. If I were able to water every day, or at least more frequently, this would not be an issue but with 2 days only out of 7, it is. While it is nice to save water, when you have limited watering days, that needs to take a back seat.
