Soil Water Surplus - Max vs Optimal?

I understand the very basic concept of this setting, but what exactly is being changed when I select max or optimal?

  You are adjusting "Available Water" levels. 

  By selecting Max, the unit will increase water levels to a nice moist state. 

  By selecting Optimal will bring it down to a level ready for watering.
