"Rain Restriction" - some explaination needed

In a program we can set "Rain Restriction" but what duration is taken in to account to count rain amount? Is it a frequency period of the program, a week, a month, or complex formula based in soil type and etc.

The complex formula may work differently for different zones in the program so I do not understand how it will work.

  The "Rain Restriction" setting only has a daily duration. If the forecast total for the day is more then the limit set, it will snooze the day of watering. 

  You can adjust this setting from 1/16 of an inch to 1 inch.

  With all the calculations that the machine does based on the profile of each zone, shouldn't this be something the machine automatically calculated based on what the zone needs versus what it may have gotten from rain?  How do I know how much rain equates to the target irrigation for that zone, time of year, time of rain, etc.?
