Inactive / Active Programs

The screen that displays all of the programs should have an active and inactive section which should be able to be reordered.  I had to delete programs which were older but remained at the top of the list and became cumbersome to scroll through to get to the currently active programs.

  Now that the Hide Inactive Zones feature has been successfully implemented this fall, is it possible to add the same feature for programs?
