voltage question

I just bought the rainmachine mini-8 controller.

I did the initial set up and was testing the voltage between the white line and numbered lines. When a zone is not activated, it shows a voltage of 27 and when a zone is activated, it changes to 29v. Shouldn't it be zero volt when a zone is not activated?

Is the unit I got defective?

  Thank you for your interest on our RainMachine devices.
  Have you measured with a voltmeter set to AC voltage between the common (C) connector and any other numbered zone? You shouldn't have any voltage if the measured zone is not started. You should have voltage only when a zone is started. Looking forward for your reply.
