What is the settings menu for when swiping down from the top of the unit?

I'm curious what the settings menu is for when swiping down from the top of the actual unit.  It seems like a bunch of menus and settings for an Android device, which I know the RM HD is using, but I'm surprised that we're able to access this menu.  Or should I not be seeing this?

  Yes, it was decided to let the original android status bar on as in the future we might want to use this to add more functionality.
