Need specific syntax for local access

Please check this support article on how to access your RainMachine locally:

The RainMachine mobile app needs Network Access privacy feature to be enabled from the phone/tablet system settings.
The RainMachine mobile app will automatically list the RainMachine device once discovered with its own local IP address listed under its name.
For example:
To use the RainMachine Web app locally, open the desktop browser on your laptop/PC and type the RainMachine local IP address into the address bar like https://192.168.100.120:8080 (where 192.168.100.120 is you RainMachine local IP address). The https:// protocol and :8080 port has to be used also.
The browser will ask to add an exemption for the https access. After you will add this, you will need to enter the RainMachine password and then you will be able to access it locally using the RainMachine Web app interface.

What exactly do you need? The access to the RMs, web interface?
That would be: https://IP.OF.YOUR.RM:8080/ui/
Of course you would have to replace IP.OF.YOUR.RM with the actual IP address of your device.
Something like 192.168.1.100 or so. You should be able to see the address in the system information menu on the device itself.

Thank you for your help, Julian and Sebastian. I have tried the above directions multiple times, but I keep running into the same problem:
I am not an IT guru, so I do not have the technical abilities to troubleshoot firewalls and proxy servers, and I should not need this level of knowledge to simply access the RainMachine. I used to be able to access it with no problems until about a year ago, when RainMachine decided to force users to pay $30/year to use a system they have already paid for.....

What type of internet router do you have? How do you connect to the internet at the RainMachine location?
The RainMachine requires the 2.4Ghz Wi-Fi network, it won't work with 5Ghz or dual channel network.
I know you said you are not "an IT guru" but this could be the issue you are facing. The RainMachine is connected to the Wi-Fi network 2.4Ghz channel and your mobile/laptop to a 5Ghz channel and it cannot be accessible this way.

Hello Mary,
are you able to confirm the actual IP address of your RainMachine?
If you, for example, turn the RM off during winter, it might receive a different IP address from the router when you turn it on after a longer time.
If you are 100% positive that you have the right IP address you can try the following to rule out network-level problems:
- Press ALT-R on your keyboard
- when a small window comes up, put "cmd" in (without the quotes) - that will bring up a black command window
- enter "ping 192.168.xx.xx", again without quotes and with 192.168.xx.xx being the actual IP address.
- press Enter and see what the answer is. Either it tells you that it received answers from the device or it was not able to reach it.

This is interesting - when I ping the IP address as you described, the response I get is: "Destination host unreachable", yet for the ping statistics, it also says "Packets: Sent = 4, Received = 4, Lost = 0 (0% loss)". Does this mean I have network-level problems?

Yes, it does show an issue.
A "request timed out" would have meant that your computer "knows where the RM is" but does not receive an answer.
"Destination host unreachable" means that your computer does not even know where to send the packets to.
I assume that you can reach the internet from said computer so likely the RM either has no network connectivity at all or you computer and RM are in different networks.
You should check
- if the IP for the RM is really correct, check it directly on the device. (Which model is it anyway?)
- if the RM is connected to the same router as the PC, 2.4Ghz and 5Ghz on the same router are usually no issue.
