I have a program that I want to run daily regardless of if it rains or not but it doesn't work

I emailed support about this and got no response.  I have a program that I want to run daily for the same set time and ignore weather data.  I unchecked the "weather data" box but it still doesn't run on days that are 0% water need.  Is there something else that needs to be done?

  These are the settings I've used with success in the past (right click the image and "open in new tab" to make it large enough to see). This turns off "Weather Adaptive Watering" and turns on the "Fixed" settings for the program in question in the upper right.
