Ability to manual start a program with a runtime scaling option

It would be helpful if when starting a manual program there was a runtime scaling feature. 

For example:  start Prog1 at  50%, so the full cycle would run at that reduced time.

It is similar to where in Manual zone watering you can control the zone runtimes.

I have found many times where this would be useful.

  I would agree. There are many times I'd like to run the entire program, but at a reduced percentage. It's a pain to work my way through zone by zone, or have to duplicate the program and change the run times to 50% or whatever percentage I want.
