Intermittent Voltage Drop on Valve circuits

I am having an issue with a Pro-16 having varying voltage levels on the valve circuits for some unknown reason.

When the system operates normally the MV & Zone circuits vary between 22.5-25.5v

When it starts acting up the voltage levels drop down to ~4.5v

I have checked the power supply and there doesn't seem to be any issue with the voltage coming off of it.

The issue is intermittent. Sometimes things work fine, other times it works for a few minutes, and other times it doesn't work at all.

Any thoughts on what might be causing an issue like this?

  Disregard.
  
  Apparently, the issue is the Rainmachine doesn't supply enough current to engage the MV and a Munro Smartbox (pump controller) consistently and needs the low amperage version of the pump controller (or to add the necessary cube relay to an existing Smartbox).
